I HAVE A SLIGHT PROBLEM............
MY NEXTDOOR NEIGHBOR IS A MEXICAN FAMILY THAT CANNOT SPEAK ENGLISH,
AND I HAVE NO WAY OF COMMUNICATING WITH THEM....
THEY HAVE A DOG THAT IS BASICALLY CHAINED UP IN THE BACKYARD WITHOUT
ANY SHELTER....
MY PROBLEM IS HOW TO HANDLE THE PROBLEM WITHOUT MAKING ENEMIES.
TODAY WE HAD A BAD STORM COME THROUGH AND THE POOR THING WAS
CHAINED UP TO A TREE WITH NO SHELTER AND NO WAY TO GET AWAY FROM
THE RAIN. MY QUESTION IS WHAT WOULD YOU DO?
I LOVE DOGS AND I HATE SEEING THIS POOR DOG BEING NEGLECTED
BEING CHAINED TO A TREE AND GETTING NO ATTENTION.
I WOULD NEVER TREAT MY DOGS LIKE THAT AND IT DRIVES ME NUTS!!!
OPINIONS PLEASE!!!!!!!!!

I would call the humane society and ask them. Hopefully they can investigate without involving you.
I would do what someone above said...call the humane society or the SPCA and have them go investigate the situation. Chances are, organizations that big should have someone that speaks Spanish that can speak with them about it.
And I WISH I knew what the hell my husband's deal was with his nipples...it's really starting to freak me out...lol

RYC: I hate to be put into this decision, but no one in the history of the American judicial system has gotten the penalty she did.....I hate to say it, but its fact.
I'd report them to animal welfare, humane society, or whoever the appropriate ppl are. I wouldn't worry about being on friendly terms with them. They are mistreating an innocent animal, they need to learn they can't do that.
how sad... but reporting them is the right thing to do...
Not sure if there is a "neighborly" way to handle it. Mexican culture "takes care of it's own" so they might see anything direct as intrusion or insult (regardless of how wrong they are...) so an anonymous call to the local humane society might be the safest thing for the dog. After all, who knows if they would take it out on him if you attempt to approach them. Just my 2 cents worth.
call animal services. these people are abusing this dog. animal services can come to their house anonymously.

Oh gosh, I don't know. I think I'd call the animal people who hopefully could explain to them.
I would call the local humane society. They could tell you what to do.

How horrible. Go to one of those translation sites on here like: http://babelfish.altavista.com/ and write him a letter, anonymously nice but concerned...then tape it to or slide it under his door.
If that doesnt work...animal services to the rescue! To me, that is abuse.
I would find someone who speaks Spanish, and tell them, either unchain the dog, or you will report them NOW!
I hope this problem has been resolved by now??? But I would definately call the ASPCA --- they can go over there and it won't even involve you! Good luck!
